Job Summary

Our client is expanding rapidly and is searching for a Senior Project and Capacity Management Lead to develop and lead their Project Management Office (PMO).

The PMO is a one-stop-shop that helps achieve better quality, consistency, and oversight of projects across the organisation by developing and maintaining project management methodologies, standards, and tools. Also, the PMO has oversight of all current capacity, new requests from existing and new clients and works closely with recruiting on growing the team.

The ideal candidate is highly analytical and has a good balance between strategic thinking and operational excellence.

Responsibilities:

Capacity Management

  • Optimise resource utilisation across all projects.

  • Own and manage allocation requests.

  • Develop and maintain a capacity management information system to allow resource identification, monitoring, and reporting.

  • Provide input into recruiting processes to define and manage future demand and pipelines.

Project Management Governance

  • Set standards for project management capabilities.

  • Ensure the PMO meets performance targets: align with the organisation’s strategic objectives and adhere to best practices.

  • Act as a trusted advisor: May work alongside service line/project managers to help implement methodologies, standards, and tools.

Project Tracking and Monitoring

  • Track and provide project status and audit reports.
  • Manage the risk, issues, and change the resolution process, and work with project leaders to take corrective action as needed.
  • Oversee Project Managers for the delivery of projects/programs on time, within the scope and on budget.

Qualifications:

  • Expert-level knowledge of capacity management, project and change management and associated methodologies, techniques, processes, and approaches (e.g. Project and Portfolio Management Methodology – PPM).

  • Budget, cost, and profitability management skills.

  • Knowledge of capacity/resource management tools.

  • Proficiency in English, spoken and written.

  • Team leadership and development: Ability to mentor, coach, and effectively transfer expertise to others.

  • Facilitation, negotiation, and problem resolution skills.

  • Ability to build a strong network and productive relationships.

  • Resilience and resourcefulness.

  • Preferably based in Cluj, Romania.
